Pres. Bongbong Marcos Issues Admin Order Mandating Gratuity Pay for COS & JO Workers in Gov’t

BONGBONG MARCOS – The Philippine President approved a yearend gratuity pay for the contractual and job order workers in the government.

Undeniably, every December, among the things that many people await aside from the holiday celebrations and gatherings are the extra pay. There are yearend bonuses given by the different companies most especially those that performed well during the year.

In the case of the government, there are undeniably huge extra pays that the regular workers receive every December. Aside from their 13th month pay which is usually released before the end of November, the regular government workers also get service recognition incentives or SRIs.

Previously, Pres. Bongbong Marcos approved the release of the service recognition incentives or SRI of the government workers. Each qualified personnel is eligible for an SRI of not more than P20,000.

Based on the order released by Marcos Jr., the government offices are mandated to release the SRI beginning December 15, 2024. Here are the qualifications for the releasing of the SRI:

  • personnel have rendered at least a total of an aggregate of four months of satisfactory service as of November 30, 2024
  • civilian personnel are occupying regular, contractual, or casual positions
  • personnel is not a recipient of any additional year-end benefit in FY 2024 over and above the authorized under RA No. 6686
  • personnel are still in government service as of November 30, 2024

The military personnel of the Armed Forces of the Philippines (AFP) under the Department of National Defense (DND), the uniformed personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) under the Department of the Interior and Local Government (DILG), the personnel of the Bureau of Corrections under the Department of Justice, the Philippine Coast Guard personnel under the Department of Transportation, and the personnel of the National Mapping and Resource Information Authority under the Department of Environment and Natural Resources (DENR) are also entitled to receive the SRI.

Recently, Pres. Bongbong Marcos released another order. This time, it is an administrative order mandating the giving of yearend gratuity pay for the contract of service or contractual and the job order or J.O. workers in the government.

Based on a report on ABS-CBN News, the one-time gratuity pay must not exceed P7,000 for fiscal year 2024 for JOs and COS workers. The employees who “have rendered a total or aggregate of at least four months of ‘actual satisfactory service performance’ as of December 15” are entitled for the gratuity pay.

According to Pres. Bongbong Marcos, the giving of gratuity pay is a “well-deserved recognition of their hard work and valuable participation” in the implementation of various programs of the government. Based on the report, with regards to employees who have rendered less than four (4) months of service, they are still entitled to a gratuity pay based on pro-rata basis.
