LTO Issues SCO vs Driver of Registered Owner of Vehicle in Viral Road Rage Incident

LTO released a statement regarding the results of their investigation into a viral road rage incident in Cavite.

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor Mendoza II reported that the driver of the white Honda CRV involved in the incident was not the registered owner of the vehicle, as it is registered to a woman from Rizal.

Mendoza emphasized the importance of identifying the driver and verifying the validity of their driver’s license.

“Gusto nating malaman kung ang sasakyan ba ay nabenta na o pinahiram. Sa pamamagitan nito, malalaman natin ang identity ng taong ito,” Mendoza said.

He also pointed out the immediate action taken by the LTO’s Region IV A office under the leadership of RD Asuncion, assuring the public of prompt action by the LTO on this matter.

“Mabilis ang aksyon natin dito sa pamamagitan ng ating LTO-Region IV A sa pamumuno ni RD Asuncion. Makakatiyak ang ating mga kababayan ng agarang aksyon ng LTO tungkol dito,” Mendoza added.

The LTO issued a Show Cause Order (SCO) against the registered owner of the Honda CRV, bearing license plate REN123.

The SCO, dated September 25 and signed by LTO Regional Director Cupido Gerry Asuncion, requires the registered owner to submit a notarized affidavit explaining why she should not face penalties in connection with the road rage incident.

Section 48, Article V of Republic Act 4136, generally known as the Land Transportation and Traffic Code, charges the owner with Reckless Driving.

According to the video uploader, the driver of the Honda CRV was maybe under the influence of alcohol. The truck is seen swerving on a public road in the video, almost attempting to prevent the vehicle behind it from passing.

The agency vows to take action and conduct further investigation regarding the incident.
