Amid the Call for Accountability, Malacañang Explains Gov’t Process vs. Flood Control Corruption

MALACAÑANG – The Palace reacted to the remarks that the Marcos Jr. administration has allegedly forgotten about the flood control mess.

Several officials of the Philippine government were dragged in the flood control scam. The alleged culprits include members of the House of Representatives as well as officials of the Department of Public Works and Highways. The DPWH was at the center of the controversy of the supposed multi-million flood control corruption.

Aside from the House members and the DPWH officials, some senators and former senators are also accused of alleged flood control corruption. The issue left countless Filipinos disappointed by the government.

The alleged multi-million flood control corruption even brought thousands of Filipinos in the streets to rally against the supposed corruption. The Filipinos held the so-called “Trillion Peso March” twice in 2025.

Countless Filipinos called for accountability from the Philippine government amid the flood control mess. The Independent Commission for Infrastructure was created amid the flood control mess. It was only recently when the ICI turned over the flood control documents to the DOJ (Department of Justice).

The commission’s operation stopped after more than 125 days of flood control investigation. It has invited several government officials tagged in the flood control mess to the issue.

The Independent Commission for Infrastructure was led by former Justice Andres Reyes Jr. In its 125-day report to Pres. Bongbong Marcos, it cited the following as its achievements:

  • Nine referrals, covering 65 implicated individuals, submitted to the Ombudsman, one of which was made with the Department of Public Works and Highways
  • 66 individuals referred to the Department of Justice for the issuance of Immigration Lookout Bulletin Orders (ILBOs)
  • 32 hearings covering 36 witnesses, including 20 legislators and five agency heads
  • 16 site inspections nationwide
  • 1,173 documents processed
  • 6,692 bank accounts of implicated individuals frozen or subjected to freeze orders
  • P24.7 billion worth of assets seized, preserved, frozen or surrendered, according to the Anti-Money Laundering Council. This includes 229 vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts and 10 air assets
  • Eight inter-agency coordination meetings conducted and six legislative sessions attended
  • Three hearings livestreamed

Recently, amid the new issue in the Philippines which is the soaring prices of fuel in the country amid the Middle East war, there are claims that the Marcos Jr. admin has allegedly forgotten the flood control mess. Malacañang recently reacted to it.

Based on a post of Philippine Star, Malacañang press officer undersecretary Claire Castro denied that the Marcos Jr. admin has allegedly forgotten the flood control corruption. Based on the post, the Palace official stressed that the ICI has already submitted a report to the DOJ and the Office of the Ombudsman.

“Hoy gising… nagsumite na po ang ICI ng report sa Ombudsman at DOJ. Wala pong natutulog sa pag-imbestiga sa flood control projects,” the Malacañang press Usec. said.

Previously, amid the winding down of the operations of the Independent Commission for Infrastructure, Davao Congressman Paolo Duterte and the other Duterte family members in the House of Representatives asked for copies of the ICI flood control report.
