DPWH Sec. Vince Dizon Speaks on Corruption Problem Agency
VINCE DIZON – The Department of Public Works and Highways Secretary asserted that massive corruption in DPWH can still be solved.
Several officials of the Department of Public Works and Highways were tagged in the flood control mess in the Philippines. The supposed multi-billion corruption led thousands of Filipinos in the streets for the protest.

The so-called Trillion Peso March was held twice in 2025 — one in September and the other in November. Aside from the DPWH officials, several members of the House of Representatives as well as some senators and former senators were tagged in the issue.
Amid the flood control mess, the Independent Commission for Infrastructure, or ICI, was created under the order of Pres. Bongbong Marcos. The ICI previously claimed that it has yield substantial results derived from the flood control probe. Malacañang claimed that the decision over the fate of the commission will be made this week.

Here are the results cited by the ICI over its flood control investigation:
- Nine referrals, covering 65 implicated individuals, submitted to the Ombudsman, one of which was made with the Department of Public Works and Highways
- 66 individuals referred to the Department of Justice for the issuance of Immigration Lookout Bulletin Orders (ILBOs)
- 32 hearings covering 36 witnesses, including 20 legislators and five agency heads
- 16 site inspections nationwide
- 1,173 documents processed
- 6,692 bank accounts of implicated individuals frozen or subjected to freeze orders
- P24.7 billion worth of assets seized, preserved, frozen or surrendered, according to the Anti-Money Laundering Council. This includes 229 vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts and 10 air assets
- Eight inter-agency coordination meetings conducted and six legislative sessions attended
- Three hearings livestreamed

Two (2) members of the three-member body have already resigned — former DPWH secretary Rogelio “Babes” Singson and SGV & Co managing partner Rossana Fajardo. Amid the continued call for accountability, DPWH Sec. Vince Dizon expressed his belief that the massive corruption problem in the agency can still be fixed.

Public Works Sec. Vince Dizon took the helm of the controversial agency amid the flood control mess after former DPWH Sec. Manny Bonoan stepped down from the post. Based on the post, in his speech at De La Salle University, the DPWH Chief expressed his belief that the massive corruption problem in the agency can still be fixed “if we make sure that we put the money where it’s supposed to go”.
“With the right people, with the right resources, without corruption, it can be done. We can fix all of these things,” Dizon said based on the post.
Amid the pursuit for accountability, former Sen. Bong Revilla is one of those arrested over the alleged flood control corruption in the country.
