In an episode of It’s Showtime, Kapamilya host Vice Ganda candidly asked President Bongbong Marcos this question.
Based on the latest reports, controversial contractor Sarah Discaya pleaded not guilty to corruption and malversation charges. She and her husband, Curlee Discaya, have surrendered after finding out about their involvement.
Claims also dragged the names of officials of the Department of Public Works and Highways (DPWH), the members of the House of Representatives, and some senators and former senators. All of them are allegedly involved in the massive flood control corruption.
Former DPWH engineer Henry Alcantara’s license was also revoked. It was revoked by the Professional Regulatory Commission (PRC) after he was found “guilty of gross unprofessional and unethical conduct.”
Zaldy Co, on the other hand, remains free, and his whereabouts abroad remain unknown.
After a series of hearings and investigations since last year, no one has been held accountable yet. It is only deepening public frustration and strengthening the view that the flood control scandal is still trapped in bureaucracy, blame-shifting, and a lack of political will to deliver justice.

Meanwhile, four known figures in the flood control scam are now under the Witness Protection Program (WPP). They have turned over a total of PHP 316.3 million and pieces of evidence to aid the investigation.
The four include former Department of Public Works and Highways (DPWH) official Roberto Bernardo; DPWH National Capital Region (NCR) engineer Gerard Opulencia; former DPWH engineer Henry Alcantara; and contractor Sally Santos.
They are now considered state witnesses and are cooperating with the Department of Justice (DOJ) to strengthen the case.
