LTO Launches One-Time Big-Time Operation and Arrest 39 Fixers Across Metro Manila 

The Land Transportation Office carried out a large-scale operation that led to the arrest of 39 fixers in different parts of Metro Manila. 

On Thursday, January 15, 2026, the agency launched a one-time big-time crackdown, as part of the agency’s ongoing effort to stop illegal transactions and protect the public from dishonest practices. 

According to LTO officials, 24 of the suspects were arrested at the LTO Central Office. The remaining 15 were caught in various LTO offices across Metro Manila, including San Juan, Manila, Novaliches in Quezon City, Marikina, and Pasay.

The arrests were made through coordinated entrapment operations conducted with the help of the Philippine National Police. 

Authorities said the operation was launched after receiving reports that fixers were charging clients amounts ranging from P500 to P1,000 in exchange for assistance with LTO transactions. These illegal services often promise faster processing but only lead to more problems for both clients and the agency. 

LTO Chief Markus Lacanilao stressed that this operation is only the beginning of a wider campaign. The agency plans to continue similar actions not just in Metro Manila but across the entire country.

The goal is to remove corruption, improve public service, and ensure that all transactions are done fairly and legally. 

To strengthen the campaign, the LTO will issue an order requiring all regional offices to submit monthly reports on their anti-fixer efforts. The move aims to ensure accountability and consistent action nationwide. 

The arrested individuals will face charges for violating Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act. They may also be charged under local city ordinances where they were apprehended. 

The LTO reminded the public that official transactions should only be done inside authorized offices or through approved online platforms.
