After Signing of 2026 National Budget, House Speaker Bojie Dy Speaks on Implementation of GAA
House Speaker Bojie Dy vowed that the Congress will ensure the proper implementation of the General Appropriations Act (GAA) following the signing of the 2026 budget.
President Ferdinand Marcos Jr. has officially signed the P6.79 trillion national budget for 2026. The ceremonial signing came after the country operated on a reenacted budget on the first week of January.

Several high-ranking officials of the Marcos Jr. administration were present at the ceremonial signing. The press was reportedly not allowed to use their gadgets at the event held in Malacañang Palace.
After the signing of the 2026 national budget, Pres. Bongbong Marcos gave a speech wherein he announced his order to end the “Padrino System” in the Philippine government. According to him, the politicians are no longer allowed to distribute cash aid and all forms of assistance.

The Malacañang Palace previously claimed that Marcos Jr. spent his Christmas holiday working most especially on the review of the then-proposed P6.79 trillion budget for 2026. The Palace said the President wants to see the difference between the allocations in the original National Expenditure Program (NEP) and the bicam-approved budget.

Following the signing of the 2026 national budget, several officials of the Marcos Jr. administration spoke. House Speaker Bojie Dy vowed that the strict implementation of the allocations stated in the 2026 General Appropriations Act (GAA).
“The signing of the budget is not the end of our work. Simula pa lang ito. It is the start of oversight. Congress will make sure every peso is spent exactly as approved,” the House Speaker said.

According to House Speaker Bojie, there will be zero tolerance for corruption. He also stressed that there will be no shortcuts, leakages, nor excuses.
“Ang pera ng bayan ay dapat magamit para sa taumbayan,” Dy said.
Based on a report of Inquirer, Marcos Jr. vetoed 7 out of 10 unprogrammed items in the 2026 national budget. The UAs were trimmed down to P150.9 billion which is the lowest record since 2019. Here are the UAs rejected by the President:
- Budgetary Support for Government Owned and Controlled Corporations: P6.895 billion
- Prior Years’ Local Government Unit Shares: P14.623 million
- Insurance of Government Assets and Interests: P2 billion
- Payment of Personnel Services Requirements: P43.245 billion
- CARS Program (Automotive Industry Support): P4.32 billion
- RACE Program (Automotive Industry Competitiveness): P250 million
- Government Counterpart for Certain Foreign-Assisted Projects: P35.77 billion
Previously, Executive Secretary Ralph Recto also spoke on the 2026 national budget.
