DSWD Chief Offers P100,000 Reward to Locate Person Responsible for Cutting Dog’s Tongue in Valenzuela City
DSWD chief is offering a P100,000 cash reward for information on cutting off the dog’s tongue in Valenzuela City.
Previously, the cruel abuse of a dog named Kobe in Valenzuela City has garnered strong public reaction, with the government now stepping in to help bring justice.
Recently, the Department of Social Welfare and Development Secretary Rex Gatchalian has offered a P100,000 reward to anyone who can provide information that will lead to the person responsible for cutting off the dog’s tongue.

Kobe was found weak and badly injured in Barangay Balangkas, Valenzuela City. He was lying helpless, bleeding heavily after his tongue had been cut. The disturbing condition of the dog shocked residents and animal lovers, who could not imagine how anyone could harm a defenseless animal in such a way.
Secretary Gatchalian said he decided to get involved after the Philippine Animal Welfare Society reached out to him to ask for help regarding Kobe’s case. As a former mayor and congressman of Valenzuela, he shared that he was deeply hurt and angered by what happened.
He explained that violence like this does not show the values of the people in the city, who believe in respecting and protecting every life.

CCTV footage related to the incident later surfaced online, including audio where Kobe could be heard crying in pain. This further fueled public outrage and strengthened calls for accountability.
Gatchalian strongly condemned the act and emphasized that animal cruelty should never be ignored or tolerated.
He personally appealed to residents of Valenzuela, especially those living in Barangay Balangkas, to help identify the person behind the abuse. He made it clear that the P100,000 reward would come from his own pocket and encouraged anyone with information to contact the Philippine Animal Welfare Society through its official Facebook page.
The social media users expressed their reactions to the DSWD’s announcement:
