Sarah Discaya has surrendered to the authorities ahead of warrant release.
According to the lawyer of Sarah Discaya, her surrender does not mean admitting that she is guilty, but a legal strategy.
National Bureau of Investigation (NBI) Acting Director Lito Magno confirmed on Wednesday that controversial contractor Sarah Discaya had surrendered to the authorities on Tuesday. She appeared before the NBI headquarters in Pasay City after President Bongbong Marcos announced that an arrest warrant against her would be released this week.

“She appeared in the morning and asked to be placed under our jurisdiction without delay,” Magno said in a statement. According to her lawyer, surrendering was not an indication that she is guilty, but rather a “strategic legal move.”
Based on a statement, Discaya surrendered because she knows that her conscience is clear and is confident that she can face any legal process regarding the case filed against her at the Digos RTC.
Atty. Cornelio Samaniego III said that Discaya’s camp is prepared, and it started since the beginning, when this issue came up, the flood control projects came out. One of their strategies is to surrender voluntarily ahead of the arrest warrant’s release if a case is filed.
To recall, the Discaya couple were tagged in the anomalous flood control projects because the firms they own were involved in the mess. They own the Alpha and Omega General Contractor & Development Corporation, one of the 15 companies named by Marcos that secured 20% of the flood control projects in the country.
After Discaya, other DPWH officials surrendered, and they are the following:
- Rodrigo C. Larete – District Engineer
- Michael P. Awa – Assistant District Engineer
- Joel M. Lumogdang – OIC-Chief, Construction Section
- Harold John E. Villaver – Project Engineer
- Rafael C. Faunillan – Chief, Quality Assurance Section
- Josephine C. Valdez – Chief, Planning and Design Section
- Ranulfo A. Flores – Chief, Maintenance Section
- Czar Ryan S. Ubungen – Chief, Finance Section
