PAGASA Releases Latest Update About Tropical Depression Verbena
The weather agency PAGASA warned the public of heavy rains as Tropical Depression Verbena nears landfall.
At 2PM on Monday (November 24, 2025). PAGASA has released a new advisory on Tropical Depression Verbena, which is now moving closer to Surigao del Sur and is expected to make landfall by afternoon or evening.
Verbena continues to travel westward at around 25 kilometers per hour while maintaining maximum winds of 45 kilometers per hour and gusts reaching up to 55. The center of Verbena was last seen off the coast of Bayabas in Surigao del Sur, based on the latest monitoring.

Signal No. 1 is currently raised over several provinces across Luzon, Visayas, and Mindanao. These areas may experience strong winds that could cause minor damage, especially in upland and coastal locations.
Verbena is also expected to strengthen the effects of the Northeast Monsoon and the shear line, which may bring gusty conditions even in areas not under a storm signal. Residents should prepare for widespread rainfall from the storm.
PAGASA forecasts heavy to intense rains over CARAGA, Visayas, MIMAROPA, CALABARZON, Bicol Region, Aurora, and Cagayan Valley until Wednesday (November 26). These conditions may result in flooding and landslides, especially in low-lying or mountainous villages.

Metro Manila may begin to see rain starting Tuesday (November 25), with stronger downpours possible by Wednesday
Sea travel has also been affected as waves are expected to become rough to very rough in many coastal areas. Small sea vessels, including motor bancas, are advised to stay in port or avoid travel until the situation improves. Strong to gale-force winds may also be felt along the seaboards of Luzon, Visayas, and parts of Mindanao.

Verbena is set to cross Visayas and northern Palawan before exiting into the West Philippine Sea by Wednesday. It may intensify further over open water.
