LTO Ensures Transparency & Fair Competition, Clarifies Online Payment Gateway Status
LTO clarifies the status of its online payment gateway, ensuring transparency, fair competition, and continued service as it reviews new payment provider applications.
On Wednesday (October 29, 2025), the Land Transportation Office has clarified reports circulating about the current status of its online payment gateway, assuring the public that the selection and approval process for payment service providers remains transparent, competitive, and in full compliance with government regulations.
According to the agency, the Department of Transportation (DOTr) directed the LTO to lower the convenience fee charged to motorists using its online payment system.

Currently, the Paynamics/Goldgate Joint Venture serves as the sole payment gateway provider, collecting a P60 convenience fee per transaction.
After reviewing the matter, the LTO confirmed that its Memorandum of Agreement with Paynamics/Goldgate expired on Monday (October 27, 2025), after five years of partnership.
Despite the expiration, the system continues to operate to ensure uninterrupted online services while the agency accepts and evaluates applications from new or renewing payment gateway providers.

Paynamics Technologies Inc. has proposed a new partnership with 1Fort City Center, offering a lower P50 convenience fee per transaction.
However, the LTO clarified that this proposed setup is still under evaluation and subject to approval by the Bureau of the Treasury, as required by government regulations.
The LTO also emphasized that the proposed Paynamics/1Fort partnership is not yet finalized. At present, Paynamics/Goldgate remains the only active and authorized online payment gateway provider for LTO transactions.
The agency emphasized that its digital system’s Terms of Reference require having more than one payment gateway to prevent exclusivity and promote healthy competition. Any company meeting the technical and financial requirements may apply to become an LTO-accredited payment gateway provider.

“Maaaring mag-apply ang anumang kumpanya na makakatugon sa mga teknikal at pinansyal na rekisito upang maging LTO payment gateway provider. Sa ganitong paraan, napapanatili ang patas na kompetisyon, transparency, at mas maayos na serbisyo sa publiko,” LTO said.
LTO assured the public that there are no irregularities in the ongoing process and that it continues to prioritize affordability, convenience, and security for motorists using online payment services.
