LTO Enforcer Enters Private Property and Write Down Plate Numbers in Puerto Princesa
A netizen was shocked after an LTO enforcer entered a private yard and recorded the plate numbers of parked vehicles in Puerto Princesa.
On Friday (October 17, 2025), Psyrock Law Sebalda., a Facebook user, shared a video of an officer from the Land Transportation Office (LTO) who entered a private yard in Barangay Sicsican and write down the plate numbers of parked motorcycles.
In the video, several residents can be seen questioning the LTO enforcer, asking what violations they had committed and why the officer entered a private property. The post also mentioned that the LTO’s operations should be conducted along public roads, not inside private areas.
While no tickets were reportedly issued, the enforcer was seen listing the plate numbers of the motorcycles parked inside the yard.
The incident caught the attention of Palawan 2nd District Board Member Ryan Maminta, who expressed concern over the incident. He explained that LTO officers are not allowed to conduct enforcement operations inside private properties unless they have a proper warrant.
According to him, such actions could be considered a violation of citizens’ rights, as LTO’s authority is limited to public roads and traffic areas.
The video garnered discussions among netizens, with many questioning whether the enforcer’s actions were part of an official operation or a misunderstanding. Some expressed frustration, saying that government enforcers should always respect private property and follow proper procedures.
LTO Palawan has yet to release a statement regarding the issue. It remains uncertain whether the officer involved is from the local LTO office or part of a regional team from MIMAROPA currently conducting operations in the province.
The incident has since raised calls for clearer guidelines and accountability in LTO’s enforcement activities to avoid similar situations in the future.
