Sen. Risa Hontiveros Tags Alleged P3-Billion Bicam Insertion “Fake News”
RISA HONTIVEROS – The Senator denied the allegation that she had a P3-billion bicam insertion in the 2025 national budget.
Amid the flood control mess in the Philippines, the “budget insertions” which is tagged as the alleged root of the flood control corruption also gained different opinions from the people. Previously, Sen. Ping Lacson claimed that almost all senators in the 19th Congress had a total of at least P100-billion budget insertion in 2025. According to him, he was surprised by the individual insertions which are under FLR or For Late Release.
At least three (3) senators are accused of allegedly receiving kickback from the fund they supposedly inserted during the budget deliberations. Senators Ping Lacson, Jinggoy Estrada, and Joel Villanueva are the senators accused of flood control corruption.
The three (3) senators denied the allegations of flood control corruption. According to Sen. Chiz Escudero, former House Speaker Martin Romualdez is allegedly behind the accusations against the senators. He also claimed that the presidential Cousin is supposedly behind the “script” of what is happening now.
Amid the issue about the budget insertions, rumors that Sen. Risa Hontiveros allegedly had a P3-billion bicam insertion in the 2025 national budget crossed the surface. Recently, the Senator broke her silence on the rumors.
Based on a report on ABS-CBN News, Sen. Risa Hontiveros denied having a P3-billion bicam insertion in the 2025 national budget. The rumor said that P750 million for the flood control projects was allegedly included in the said multi-billion budget insertion.
“Wala akong Bicam insertions. Wala sa unprogrammed funds. PERIOD. HINDI AKO PUMIRMA sa Bicam,at bumoto ng NO sa kontrobersyal na 2025 budget,” Hontiveros said.
According to the report, Sen. Risa Hontiveros stressed that all her recommendations for budget amendments went through the proper process and was approved by the Senate. She called on the public not to believe in fake news and wrong information.
Previously, during the Senate deliberation of the proposed budget of the Office of the Vice President for 2026, Sen. Jinggoy Estrada floated the idea of giving the senators’ budget insertions to Vice Pres. Sara Duterte’s office. It appeared as a chide against Lacson who previously revealed that almost all senators had budget insertion in the 2025 national budget.
