Construction Workers on 28th Floor Caught in Strong Earthquake in Cebu

A video went viral showing several construction workers on the 28th floor of an unfinished building when a strong earthquake struck.

On Tuesday evening, September 30, 2025, a strong earthquake, recorded at magnitude 6.7 by initial reports and later confirmed as 6.9, struck at 9:59 p.m. Its epicenter was located 17 kilometers northeast of Bogo City, with a depth of 10 kilometers. It was of tectonic origin, which usually causes strong ground shaking.

The tremor reached Intensity IV in Cebu City and Villaba, Leyte. It damaged at least eight structures, including the Archdiocesan Shrine of Santa Rosa De Lima in Daanbantayan, a heritage church that collapsed during the quake.

Roads also showed cracks, while eight areas lost power and three towns reported disruptions in communication lines.

Recently, Ruben Hood Canete, a Facebook user, shared a video of several construction workers working on a high-rise building when the powerful quake struck. The video garnered various reactions from the online community.

In the viral video, the workers could be seen busy with their tasks before a faint shaking began. Seconds later, the tremor intensified, and the steel beams around them started to sway. Fear and tension were evident as some workers clutched onto anything stable, while others silently prayed for safety.

Being on the 28th floor made the experience even more terrifying, as the movement felt stronger and more alarming at that height.

The National Disaster Risk Reduction and Management Council confirmed that 26 people lost their lives due to the earthquake. Another 147 individuals were reported injured, adding to the gravity of the disaster’s impact on the province.
