Who is Elizaldy Salcedo Co?

He is more popularly known as Zaldy Co. He and several others are being tagged in the billions-peso worth of anomalies in the flood control projects of the Department of Public Works and Highways (DPWH).

Co was born on December 8, 1970. He is an AMA University undergraduate in the Bachelor of Computer Engineering. For his master’s, he took up a Master of Business Administration at Aquinas University, and for his secondary, he attended St. Gregory the Great Seminary.

He was the Tourism Infrastructure and Enterprise Zone Authority director from 2018 to 2019 and the owner of Sunwest Corp.

Where is he now?

According to reports, he left for the United States and, based on records from the US Customs and Border Protection, arrived in New York on August 26. The same records show that he departed the city on September 13, although the agency’s website did not specify his next destination.

House spokesperson and lawyer Princess Abante said he went to the US for medical treatment.

Contractor-couple Curlee and Sarah Discaya testified before the Senate Blue Ribbon Committee that Co was among those who allegedly received kickbacks from flood control projects.

House Speaker Faustino Dy III has formally revoked the travel clearance of the Ako Bicol Party-list Rep. and ordered him to return to the country within 10 days. In a statement issued on September 18, Co was informed that his travel clearance for a personal trip had been revoked, effective immediately.

In the recent Senate hearing about these anomalies, former Bulacan 1st assistant district engineer Brice Hernandez confessed to delivering PHP 1 billion worth of money placed in suitcases to a staffer of Co, while sacked DPWH Bulacan district engineer Henry Alcantara shared that he had delivered at least PHP 8.75 billion to Co, representing a 25-percent share of the total cost of flood control projects that he allegedly helped finance as the ‘proponent.’
