Public Works and Highways Secretary Vince Dizon voiced strong disappointment during his recent inspection of flood control projects in Bauang, La Union. The supposed completed and reliable structure turned out to be far from acceptable.
During his visit to Barangay Acao, the secretary discovered that the materials used in the project were of very poor quality. What was presented as sturdy flood protection looked more like a weak structure that could not withstand heavy rains or rising waters.
Dizon’s frustration was clear as he emphasized that projects meant to protect communities should never be treated as mere props.
Secretary Dizon was joined in the inspection by Baguio City Mayor and Independent Commission for Infrastructure Special Adviser Benjamin Magalong. Their visit followed the directive of President Ferdinand Marcos Jr., who ordered continuous monitoring of DPWH projects to ensure transparency and accountability.
Adding to the secretary’s dismay was the discovery that the project had already been reported as completed last March, despite still being under construction during the inspection. The post raised concerns about the integrity of project reporting and the possibility of negligence or misrepresentation.
The secretary assured that investigations would follow, and accountability would be enforced. For the residents of Bauang, the hope remains that proper flood control measures will be put in place soon, ensuring their safety and restoring their trust in infrastructure projects.
