Who is Curlee Discaya? What to know about the controversial contractor.

CURLEE DISCAYA – He is the husband of former Pasig mayoral candidate Sarah Discaya, and is currently under public backlash.

Currently under hot waters is Curlee Discaya, the husband of former Pasig City mayoral candidate Sarah Discaya. He owns the Pasig-based St. Gerrard Construction General Contractor Development Corp.

Who is Curlee Discaya?

According to reports, he was raised by priests. He lived in a church, and during his youth, he served as an altar boy. However, despite his past, the current issues and accusations being hurled at him and his wife had put his morals and principles in doubt.

Alpha & Omega General Contractor & Development Corp. and St. Timothy Construction Corp. are two of the 15 contractors named by President Bongbong Marcos that secured large Department of Public Works and Highways (DPWH) projects from 2022 to 2025.

For years, Curlee worked quietly under the radar while his wife, Sarah, managed their companies’ public image and gave interviews about their alleged rags-to-riches journey. This was until Pasig City Mayor Vico Sotto publicly referred to him as the “MisterMind” behind the anomalous flood control projects.

His full name is Pacifico Discaya II, and his supporters call him “Kuya Curlee.” He was born on May 15, 1975. Curlee is now 50, and at this stage of his life, he wanted to undertake medical missions and various charitable activities.

According to Curlee himself, his family came from the fringes of society. He and his brother were taken in by priests of the Immaculate Conception Cathedral in Pasig, while the others stayed in Manggahan Floodway.

While in the church, he scrubbed floors and polished pews. He would even take home donated fruits or food items that were about to expire for his family.

During his interview on Julius Babao’s YouTube channel, he shared, “Every other day, iniipon ko yung mga alay tapos tinatanong ko yung mga pari, ‘Kailangan pa ba ito Father, yung mga pagkain na ito?’ Siyempre, di naman nila kailangan kasi sagana naman sila sa pagkain. So, hinihingi ko yun, inuuwi ko sa mga kapatid ko at sa nanay ko para makatikim sila ng masarap na pagkain.”

Accordingly, he is the only college graduate in his family, and this was made possible by the help of the priests, and in exchange, he did custodial work. In the same interview, Sarah mentioned that they went to Pasig Catholic College (PCC).

He once considered becoming a priest; however, this was reportedly driven not by calling, but by survival.

His journey as a professional in the government started when he took on supervisory responsibilities at the Department of Public Works and Highways (DPWH). During his time at the DPWH, he gained direct insight into the workings of the procurement system and, more importantly, the distribution of contracts.

Later on, he worked in the private sector with leadership roles in companies that secured huge infrastructure projects in Metro Manila.
