The lawyer of the controversial contractors, Curlee and Sarah Discaya, speaks about the unfinished works at the Film Heritage Building.
Apart from facing the issues surrounding the luxury car collection of the Discaya family, couple and contractors Sarah and Curlee Discaya are also facing issues about the works of their companies. During a hearing, she admitted to owning nine.

Based on the latest, the licenses of the nine Discaya-owned companies were revoked by the Philippine Contractors Accreditation Board (PCAB). To recall, she also confessed that these nine companies have bid for the same projects of the DPWH (Department of Public Works and Highways), and according to Senate President Pro Tempore Jinggoy Estrada, the bidding was illegitimate.
Amid the probe, First Lady Liza Marcos visited the Philippine Film Heritage Building in Intramuros, Manila, where irregularities and suspected substandard construction have also been reported. The issues with the building included leaks in comfort rooms and ceilings, exposed piping, and unfinished heat insulation.
According to the records from DPWH, the project was given to Great Pacific Builders and General Contractor, Inc. — one of the companies owned by the Discayas. Phase 2 of the project has a Php 107 million budget, which started in January this year. This is supposed to be completed on September 4 of this year.
The lawyer of contractors, Sarah and Curlee, recently spoke about the unfinished works, and according to Atty. Cornelio Samaniego, the Phase 2 of the project was done by a different firm, and the Great Pacific Builders and General Contractor Inc. has already turned over the phase and received a certificate of completion.
“Sa Phase 1 pa lang po na-turn over ‘yung cinematic room. So ang nangyari po dun nung nakita ng pamunuan ng Philippine Film Heritage, ni-revise po ‘yung specs ng cinematic room pero kasama po yun sa kumpletong proyekto na tinurn over under phase 1,” Samaniego said.
The lawyer added that problems regarding the finishing of Phase 2 of the project became more complicated as PCAB has revoked the licenses of the companies.
