Sarah Discaya: Contractor Licenses of her 9 Construction Firms Revoked by PCAB

Update on Flood Control Issue about Sarah Discaya amid the Investigation

SARAH DISCAYA – The Philippine Contractors Accreditation Board (PCAB) revoked the contractor’s licenses of the nine (9) construction firms owned and controlled by the controversial contractor.

The issue about the anomalous flood control projects in the Philippines has left countless Filipinos disappointed. President Bongbong Marcos flagged 15 contractors that got 20% of the country’s total flood control deals from July 2022 to May 2025.

According to Marcos Jr., the Philippines’ expenses for the flood control projects has reached over P500-billion within the said period of time. The President also flagged the following contractors for getting over P100,000 billion:

  • Legacy Construction Corporation
  • Alpha & Omega Gen. Contractor & Development Corp.
  • St. Timothy Construction Corporation
  • QM Builders
  • EGB Construction Corporation
  • Topnotch Catalyst Builders Inc.
  • Centerways Construction and Development Inc.
  • Sunwest, Inc.
  • Hi-Tone Construction & Development Corp.
  • Triple 8 Construction & Supply, Inc.
  • Royal Crown Monarch Construction & Supplies Corp.
  • Wawao Builders
  • MG Samidan Construction
  • L.R. Tiqui Builders, Inc.
  • Road Edge Trading & Development Services

In Bulacan, Pres. Bongbong Marcos was left disappointed by the incomplete and ‘substandard’ flood control structures. In the same province, the Chief Executive was also angered by the over P55-million “ghost” Riverwall project. Based on the receipts, the said project was fully-paid already and was marked completed.

The Senate conducted an investigation on the anomalous flood control deals funded by the government. It invited the owners and presidents of the 15 contractors flagged by Marcos Jr. during a press conference.

Undeniably, among the flood control project contractors, Sarah Discaya and her husband, Curlee, have caught social media attention. Her previous lifestyle interviews with Julius Babao and Korina Sanchez in which she showed their lavish lifestyle including their many luxury cars resurfaced.

During the Senate hearing, Sarah Discaya admitted to owning nine (9) construction firms. According to her, she is part-owners of some construction companies. She also admitted to owning 28 luxury cars.

Furthermore, Sarah Discaya admitted to owning nine (9) construction firms bidding for the same projects of the DPWH (Department of Public Works and Highways). Following her admission, Senate President Pro Tempore Jinggoy Estrada tagged the bidding as “illegitimate”.

Based on a report on Inquirer, the Philippine Contractors Accreditation Board (PCAB) revoked the contractor’s licenses of 9 construction firms owned and controlled by Sarah Discaya. The order was made under the Resolution No. 075, series of 2025.

  2. St. Gerrard Construction and Development Corp.
  3. St. Timothy Construction Corp.
  4. St. Matthew General Contractor and Development Corp.
  5. Elite General Contractor and Development Corp.
  6. Amethyst Horizon Builders and General Contractor, and Development Corp.
  7. YPR General Contractor and Construction Supply Inc.
  8. Great Pacific Builders and General Contractor Inc., and
  9. Way Maker One Person Corp.

The PCAB noted that the admission of Discaya “establishes a scheme of joint or multiple bidding participation designed to influence the outcome of public bidding, manipulate results and corner public projects thereby undermining transparency, fairness, and competition in violation of procurement laws and licensing requirements”.

Based on the report, the contractors’ accreditation body concluded that “the continued accreditation of these corporations is inimical to public interest, industry integrity, and government procurement transparency”.

Amid the issue, 12 of the 28 luxury cars of Sarah Discaya were secured by the Bureau of Customs.

  1. this is a good start and the other construction firms license involved should also be included. all of them including bong go’s construction firm! it all started during the evil duterte’s term until it was duscovered lately by PBBMs admin. revoked all tbeir licenses and file cases!!!
