Senate Investigates Sarah Discaya, One of Controversial Flood Control Contractors
SARAH DISCAYA – The controversial flood control contractor admitted to owning nine (9) construction firms that bid for the same projects of the Department of Public Works and Highways (DPWH).
In a press conference a few weeks since he expressed during his 4th State of the Nation Address (SONA), Pres. Bongbong Marcos held a press conference wherein he revealed the spending of the country on government flood control deals. The President also flagged 15 contractors which got 20% of the said flood control projects.

According to Marcos Jr., more than P500-billion was spent by the government for the flood control projects from July 2022 to May 2025. He flagged the following contractors for allegedly being awarded with 20% of the said total flood control deals of the government:

 - Alpha & Omega Gen. Contractor & Development Corp.
 - St. Timothy Construction Corporation
 - QM Builders
 - EGB Construction Corporation
 - Topnotch Catalyst Builders Inc.
 - Centerways Construction and Development Inc.
 - Sunwest, Inc.
 - Hi-Tone Construction & Development Corp.
 - Triple 8 Construction & Supply, Inc.
 - Royal Crown Monarch Construction & Supplies Corp.
 - Wawao Builders
 - MG Samidan Construction
 - L.R. Tiqui Builders, Inc.
 - Road Edge Trading & Development Services
 

Among the aforementioned contractors, undeniably, Sarah Discaya who was initially known as the owner of just the Alpha and Omega Gen. Contractor & Development Corp. gained social media attention. Her interviews with Korina Sanchez and Julius Babao that exposed her lavish lifestyle went viral online.

The Senate held an investigation on the alleged anomalous flood control projects of the government. The probe was led by the Blue Ribbon Committee chaired by Senator Rodante Marcoleta. They recently-held their second hearing.
Marcoleta previously warned the contractors to exposed the public officials who are receiving money from them. The chamber issued subpoena among several flood control project contractors after many of them ditched the first hearing.

During the Senate flood probe, Sarah Discaya admitted to owning nine (9) companies and she defended her massive wealth denying allegations of corruption. Senate President Pro Tempore Jinggoy Estrada asked if there were instances when her nine (9) companies were involved in the same bidding for DPWH projects.

Based on a report on GMA News, Sarah Discaya initially said “no” but, after a repeated question when Estrada pressed on the quest, she admitted that her nine (9) construction firms had bid for the same DPWH projects, Here are the companies owned by the controversial contractor:
- Alpha and Omega Gen. Contractor & Development Corp.
 - St. Gerrard Construction and Development Corp.
 - St. Timothy Construction Corp.
 - St. Matthew General Contractor and Development Corp.
 - Elite General Contractor and Development Corp.
 - Amethyst Horizon Builders and General Contractor, and Development Corp.
 - YPR General Contractor and Construction Supply Inc.
 - Great Pacific Builders and General Contractor Inc., and
 - Way Maker One Person Corp.
 
“So that is not a legitimate bidding. Dahil yung siyam na ‘yun na naglalaban-laban sa isang kontrata, iisa lang may ari. So kahit sino dun, kahit sinong manalo dun sa bidding na yun, ikaw ang panalo. Dahil sa’yo lahat yun eh,” the Senate President Pro Tempore said.
Newbie Sen. Erwin Tulfo intervened calling it “bidding-biddingan”. Previously, she claimed that she was part-owner of the other companies like the St. Timothy Construction which is owned by her niece, Roma Angeline Rimando while the Elite General Contractor is owned by Rimando’s cousin, Marie Tony Miligrito.
Amid the issue, Pasig Mayor Vico Sotto aired his reaction on Sarah Discaya being grilled by the Senate.
