Pasig Mayor Vico Sotto Thanks Sumbong sa Pangulo Website amid Probe of Flood Control Projects in City

VICO SOTTO – The Pasig Mayor spoke about the “Sumbong sa Pangulo” website launched by the Marcos Jr. administration.

The different flood control projects in the Philippines are now the center of controversy over alleged anomalies surrounding the deals. In Bulacan, Pres. Bongbong Marcos was disappointed by an incomplete flood control project made with substandard materials. He also found a “ghost” Riverwall in the same province worth P55-million.

Pres. Bongbong Marcos was left not disappointed by “very angry” by the over P55-million “fully-paid” Riverwall project in Bulacan. He arrived at nothing in the area. Amid the issues, the President launched the Sumbong sa Pangulo website wherein the people can send reports about the flood control projects and structures in their areas.

According to Marcos Jr., will read the public reports sent to the Sumbong sa Pangulo website one-by-one. The launching of the website came after a press conference wherein the President revealed that the country has already spend over P500-billion for the flood control projects since July 2022 to August 2025.

Furthermore, Pres. Bongbong Marcos also revealed that there are 15 contractors which were awarded with 20% of the over P500-billion flood control projects of the government. Here are the firms flagged by the Chief Executive:

Just two (2) days after the Sumbong sa Pangulo website was launched, Malacañang revealed that more than 1,000 reports were sent to the website. Recently, Pasig Mayor Vico Sotto spoke on the website launched by the Marcos Jr. administration.

In a post, Pasig Mayor Vico Sotto stated that they now have the list of projects in the city including their costs, locations, as well as the details on when they were completed. The Pasig Mayor is thankful over the Sumbong sa Pangulo website saying that it is already a big step as the information it has provided may not be part of the information that the local government units have.

However, the Pasig Mayor also admitted that they cannot really assess the quality or the completeness of the flood control projects in the city with just the information they got from the website. He also stressed that they don’t want to make a subjective judgment.

“We want real accountability. Kung kumpleto at maayos naman, eh di mabuti; kung may problema o may kulang, dapat malaman para maaksyunan,” the Pasig Mayor stated.

In his post, Pasig Mayor Vico Sotto stated that they need to access the program of works (POW) and Bill of Quantities (BOQ) of each flood control project for the evaluation of each. The Pasig Mayor also stated that “documents such as the Detailed Unit Price Analysis (DUPA) and bidding documents (bid docs) may also be worth looking at”.

Pasig Mayor Vico Sotto stated they drafted an FOI Request so they can access the aforementioned documents from the DPWH or the Department of Public Works and Highways. According to him, with the DUPA and the BOQ, the LGU will help the national government in probing the projects within its jurisdiction.

We’ll also engage civil society organizations, especially for long-term monitoring,” he said.

Amid the criticisms against the Public Works department over the alleged anomalous flood control projects across the nation, DPWH Secretary Manuel Bonoan hinted at the ‘Cleansing’ of organization amid flood projects issues.
