DPWH Secretary Manuel Bonoan Hints ‘Cleansing’ of Organization amid Flood Projects Issues

DPWH Chief Speaks Anew amid Issues about Alleged Anomalous Flood Control Projects in PH

DPWH – Department of Public Works and Highways Secretary Manuel Bonoan hinted at ‘cleansing’ of the organization amid the issues about the flood control projects in the country.

Recently, several “ghost” projects were discovered by the Marcos administration. The reports that the President is getting through the Sumbong sa Pangulo was said to have helped in the situation. Previously, Marcos Jr. claimed that he will personally read the reports sent to the website one-by-one.

During his 4th State of the Nation Address or SONA, Marcos Jr. admitted that several flood control projects of the government failed. He personally check on them after the wrath of the Southwest monsoon and tropical storms Crising, Dante, and Emong brought deep flooding in many areas across the nation.

Weeks after the annual address of the Chief Executive, in a press conference, in a press conference, Pres. Bongbong Marcos revealed that the government has spent more than P500 billion already in flood control projects since July 2022 to May 2025. He stressed that it is an “enormous” amount.

Amid the probe about the different government flood control deals, it was found that Bulacan has the most number of flood control projects. Here are the 20 provinces with the most number of flood control deals:

The DPWH previously said that 10 Public Works officials in Bulacan were not fire but they are under a “floating status”. According to Public Works Secretary Manuel Bonoan, the officials were given three (3) days to make their explanation over the government flood control deals.

Pres. Bongbong Marcos was disappointed over the incomplete and substandard flood control project in Bulacan. He also arrived to nothing when he was supposed to check a P55-million Riverwall in Baliuag.

Marcos Jr. previously flagged the 15 contractors which were awarded with 20% of the P545-billion flood control projects under his administration. Here are the contractors mentioned by the President:

Amid the issues regarding the allegedly anomalous flood control projects in the different areas in the Philippines, DPWH Sec. Manuel Bonoan hinted at cleansing the organization. Based on a report on GMA News, he confirmed that the department is now looking into the Public Works officials and district engineers who are involved in the “ghost” flood control deals.

“Titingnan namin kung sino ‘yung mga kasangkot dito sa paggawa ng mga inferior at saka ghost projects. I think we’ll have to file all the necessary cases, sanctions din and let it be a lesson to everybody that we will not allow this kind of thing to happen,” the DPWH Chief said.

Based on the report, Public Works Sec. Bonoan said that they are currently auditing the flood control projects. He stressed that they will clean up the DPWH if needed.

“I think we have to cleanse up actually the organization kung kailangan,” Bonoan said.

After Senate Pres. Chiz Escudero admitted to receiving P30 million as campaign donation from one of the contractors cited by Marcos Jr., Comelec confirmed investigating three (3) senators over the alleged donations from flood control project contractors.
