Here’s the explanation of Nadia Montenegro, a staff member of Robin Padilla, regarding the claims about her using a joint inside the Senate.

Previously, claims about a staff member of Senator Robin Padilla smoking a joint inside the Senate have surfaced. This has raised concern, and as ordered by Senate President Chiz Escudero, the matter has been investigated by the upper chamber’s Office of the Sergeant-at-Arms (OSAA).

Senate Secretary Renato Bantug shared that the investigation has been completed, and the incident report identified Nadia Montenegro, as Padilla’s staff member, as being involved in the incident.

Based on the report, the incident happened not just once, but twice — first one in July and another late afternoon of August 12. It did not identify who was involved in the July incident, as the report has stated that both incidents have “an unusual scent/odor emanating from the ladies’ comfort room near the senators’ extension offices.”

A staff member who reported the strong odor in their area expressed that it resembled a joint or “Mary Jane,” and allegedly, the only person inside the comfort at that time was Montenegro.

“Ms. Montenegro denied smoking inside the ladies’ comfort room or using mar*j**na for that matter, but acknowledged possessing a vape in her bag, which she said could have produced the unusual scent reported earlier by Senator Lacson’s staff,” the report read.

The subject employee was required to submit a written explanation and was given five days to do this. Moreover, a copy of the incident report was already submitted to the Senate chief and forwarded to Senator Padilla’s office for action.

Meanwhile, reports about this incident emerged amid buzz about Padilla being eyed to chair the Senate committee on ethics and privileges. This committee is involved in “all matters relating to the conduct, rights, privileges, safety, dignity, integrity, and reputation of the Senate and its members.”
