Floodwaters Hit Parts of NCR as Southwest Monsoon Causes Heavy Traffic
Some areas in NCR were submerged in floods due to the effects of the southwest monsoon, causing heavy traffic to the city.
On Tuesday (July 22, 2025), the nonstop downpour caused knee-deep floods in several parts of Metro Manila, traffic standstills, stranded commuters, and even emergency rescues.
In Manila, major roads such as Roxas Boulevard, P. Ocampo Street, UN Avenue, and Kalaw Avenue were submerged. Jeepneys and buses were packed, making it hard for commuters to get a ride.

Despite the rising water, many vehicles still attempted to drive through flooded streets. To assist those stranded, the Philippine Navy deployed vehicles for rescue and transport.
Quezon City also suffered from widespread flooding, especially in areas like G. Araneta Avenue, A. Bonifacio Avenue, and Quezon Avenue near E. Rodriguez Avenue. Garbage floated across the water, plastic bags, wood, and debris, making roads hard to pass.

Residents braved the murky water while some people were seen scavenging early in the morning.
A child in Batasan Hills was rescued after being swept away by strong currents and falling into an open construction pit. In Valenzuela, rising water from the Tullahan River reached up to the second floor of some riverside homes.
Meanwhile, the Marikina River reached a critical level of 18.7 meters, prompting authorities to raise the third alarm, which requires forced evacuation in nearby communities. Firefighters and rescue teams helped relocate affected families.
More than 22,000 individuals have sought shelter in evacuation centers. The water level had dropped slightly but remained high by Tuesday early morning.

Meanwhile, 36 vehicles were stalled by chest-deep floodwaters in Paso de Blas, Valenzuela causing heavy traffic jams on the North Luzon Expressway (NLEX).
