Alfonso acknowledged that many vendors are trying to recover from losses caused by recent natural disasters, particularly the flooding brought on by Typhoon Kristine. While he empathizes with their situation, he urges them to follow the law and sell in the appropriate places, rather than occupying public spaces illegally.
