Will a new ABS-CBN franchise be granted?

In May 2020, the NTC issued a Cease and Desist Order against the Kapamilya network and in July 2020, the House Committee on Legislative Franchises rejected the 25-year franchise renewal bid.
Thousands of people lost their jobs and as the network with the widest reach, its regional channels were also shut down. This led to limited areas reached in terms of delivering news and this happened amid a tough pandemic.
House Committee on Ways and Means Chairperson and Albay 2nd District Representative Joey Salceda previously filed a bill seeking ABS-CBN Franchise to be revived. This is the 5th bill seeking to grant ABS-CBN a 25-year broadcast franchise. Salceda asserted that the relevant government agencies had cleared the company of any violations.
House Bill 11252 seeks to grant ABS-CBN franchise “to construct, install, operate and maintain television and broadcast stations in the Philippines”.
Is this possible?
In the recent video of Ogie Diaz, he discussed the matter as a lot of rumors have been circulating online about this, and for him, this seems to be impossible for now. First, they don’t have the frequency as the one the company owned before is now under the hold of Manny Villar.
Secondly, with the fast-paced evolution of technology, the streaming landscape has also changed. The viewers can now easily catch up with the episodes they missed on TV through various platforms unlike before when the internet was still not widely used.
“Wala na yung tipong kailangan mong magmadali mula sa traffic dahil kailangan mo maabutan dahil walang rewind ang free TV. Ngayon may YouTube na. Meron nang Netflix,” said Diaz in his video.
Meanwhile, when ABS-CBN lost its franchise, it focused on providing content that was aired on TV channels that used to be their rival and for other streaming platforms.
