Tricycle Driver Summoned by LTO for Dragging Cat
The Land Transportation Office (LTO) has summoned the controversial tricycle driver seen dragging a cat in a viral video.
A video showing a tricycle driver dragging a cat in Malasiqui, Pangasinan, has sparked outrage among netizens and animal lovers. The disturbing video shows the cat suffering while being pulled along the street.
The incident also revealed alarming details about the driver’s behavior. When confronted by a concerned citizen, the driver nonchalantly mentioned plans to abandon the cat, claiming it had scratched or bitten someone.
Meanwhile, barangay officials rescued the injured cat and ensured it received proper medical attention. Thankfully, the cat is now recovering, but the incident highlights the need for greater awareness and stricter enforcement of animal welfare laws.
Authorities continue to remind the public about their responsibility to treat animals with kindness and to report incidents of cruelty immediately.
Recently, LTO has issued a show cause order to the tricycle owner after conducting a motor propio investigation. According to LTO Executive Director Greg Pua, they investigate such cases even without formal complaints, especially if potential violations of Republic Act 4136 or driver suitability are evident.
The tricycle owner and driver have been ordered to appear at the LTO’s main office on January 20, 2025, to explain his action.
“Ginagawa po natin ito sa mga nagba-viral videos kahit po walang reklamo. Kapag nakita po natin na may possible violations of Republic Act 4136 or possible that the person is not a proper person to operate a motor vehicle, tayo po ay nagi-issue ng show cause order,” Pua said.
The LTO’s response shows that even seemingly minor violations can lead to serious consequences when public safety or humane treatment is compromised.
