DPM Approves Early Year-End Bonus & Cash Gift for Government Employees

The Department of Budget and Management (DBM) announced that government employees would receive an early year-end bonus and cash gift.

DBM has approved an early release of the year-end bonuses and cash gifts for government employees, moving the distribution to the first payroll of November 2024. The adjustment aims to avoid delays that have often affected morale and motivation among public workers.

According to DBM Circular 2024-3, all qualified government employees will receive a year-end bonus equal to their monthly basic pay (as of October 31) along with a P5,000 cash gift. It may boost the festive cheer ahead of the usual schedule.

“Sa first payroll po sa darating na Nobyembre ay matatanggap na ng mga empleyado ng gobyerno ang kanilang year-end bonus and cash gift,” DBM said Budget Secretary Amenah Pangandaman said.

In previous years, these benefits were given no earlier than mid-November, causing frustration among workers eager for early financial support. By amending the original rules from Circular 2016-4, the DBM is taking a proactive approach to ensure timely delivery, aligning with payroll processes across government agencies to prevent holdups.

The DBM emphasizes that this streamlined process reflects an effort to improve overall efficiency in the public sector. In addition to recognizing the hard work of government employees, the early distribution is expected to create a positive impact on job satisfaction and boost productivity.

Early Year-End Bonus

The change in payout schedules will apply across national government agencies, state universities and colleges (SUCs), government-owned or -controlled corporations (GOCCs), and local government units (LGUs), allowing a broader group of employees to benefit from the early release.

The directive aligns with President Ferdinand “Bongbong” Marcos Jr.’s administration’s goals for better efficiency, transparency, and employee welfare.
