According to the Philippine authorities, the Indonesian government did not ask for an exchange in the turn-over of Guo to them. Among the officials who came to Indonesia for the turn-over of the former Mayor were interior Secretary Benhur Abalos and Philippine National Police (PNP) chief Rommel Marbil.

Guo is currently in the custody of the PNP. Supposedly, she was set to be under the custody of the Senate but a graft case was filed against her in Tarlac. Department of Justice (DOJ) Secretary Boying Remulla believes she must be under the custody of the Bureau of Immigration.
