Pres. Bongbong Marcos Speaks on Flooding due to Typhoon Carina

MARCOS – Philippine President Bongbong Marcos leaves it to the prerogative of the local government units (LGUs) to declare a state of calamity.

Several areas in the Philippines are currently experiencing deep flooding following the outpour of Typhoon Carina. PAGASA previously raised the possibility of the storm turning into a super typhoon before it made a landfall in Taiwan. In PH, it wallop livelihoods, houses, and roads.

The experts forecasted that Typhoon Carina may be out of the Philippine Area of Responsibility (PAR) by Thursday. Due to the severe flooding in several areas, the Department of Interior Local and Government (DILG) recommended to place Metro Manila under a State of Calamity.

Aside from the severe flooding, there are power outages in several areas in the metro as Typhoon Carina intensifies. Recently, Pres. Bongbong Marcos refused to declare a State of Calamity in Metro Manila.

Based on a report on GMA News, Pres. Bongbong Marcos leaves the decision of declaring a State of Calamity to the local government units (LGUs). According to the Chief Executive, the LGUs know best what they need.

The President explained that the national government will only come in if three (3) regions in the country are affected by the calamity. He stressed that the declaration of the state of calamity lies on the LGU executive and the national government only interferes when three regions are several affected and it is already a national calamity.

Based on the report, Pres. Marcos believes that the local communities can decide what is best for them. A declaration of a State of Calamity may provide the LGU an access to funds when their emergency reserves are running out.

Currently, the National Capital Region (NCR), Central Luzon, and CALABARZON are in severe flooding. Reportedly, the Metro Manila Council will meet later today to make a decision. In the latest update of PAGASA, the typhoon continues to intensify while moving towards Taiwan.

Tropical Cyclone Wind Signals No. 2 is currently up over Batanes while TCWS No. 1 is raised in the northern portion of mainland Cagayan, in Babuyan, and the northern portion of Ilocos Norte.
