The Senate’s Office of the Sergeant-at-Arms already served the arrest warrants versus Mayor Guo but found negative presence of her. Senaptor Win Gatchalian expressed that Guo might have already left using her Chinese passport. But Guo’s lawyer, Stephen David, asserted that his client is still in the Philippines.
