In the Philippines, one of the biggest government agencies is the Pag-IBIG Fund. It has millions of members coming from different walks of life with some under mandatory memberships while others applied for voluntary membership.

- pensioners, investors, and individuals with passive income
- Filipino employees of foreign government or international organization
With regards to most cases of membership to the Pag-IBIG Fund, their membership was mandated by their employment. Here is a list of the common grounds for mandatory membership to the government agency:
- employees in the private sector who are 60 years old and below and on permanent, temporary, or provisional status
- government employees with GSIS coverage

Members of the Pag-IBIG Fund maintain an updated account with the government agency by paying the monthly savings. The rates depend onthe Pag-IBIG Contribution Table 2023 set by the government agency.
An updated account to the Fund may qualify a member to the Pag-IBIG loans. Here are the three (3) main loan offers of the government agency that its members may apply for:
- Pag-IBIG Multi-Purpose Loan — This loan offer is also called the MPL. It is a multi-purpose cash loan offer members of the government agency who have posted at least twenty-four (24) monthly membership savings may apply for.
- Pag-IBIG Housing Loan — The Pag-IBIG Housing Loan offers caters several purposes that are related to residential properties. Its 30-year repayment paves the way for low monthly amortization. It can finance any of the following purposes:
- purchase of a residential property (house and lot, condominium unit, townhouse, apartment)
- acquisition of a vacant lot
- house construction
- home renovation
- home loan take-out from another lender
- combined purpose
- Pag-IBIG Calamity Loan — This Calamity Loan offer of the Fund aims to help members during times of natural calamities.
Aside from the loan offers, members of the Pag-IBIG Fund may also withdraw their savings upon reaching the maturity or the 20-year optional withdrawal of savings. There are also cases wherein a member or his/her beneficiaries may withdraw the savings.
