SARA DUTERTE CONFIDENTIAL FUNDS – CF requests of OVP, DepEd, and other government agencies have been denied.
The House of Representatives announced that five government agencies will be stripped of confidential funds. Among these five agencies included one under President Ferdinand Marcos Jr. and two under Vice President Sara Duterte.
Confidential Funds Removed From OVP, Other Gov’t Offices
Office of the Vice President and other agencies receive “zero” confidential funds in their 2024 budget.
CONFIDENTIAL FUNDS – Here’s a breakdown of where the Php 1.23 billion of CF has been reallocated as per the House Panel.
What has been a controversial topic online in the past few weeks was the requested confidential fund of the Office of the Vice President. Many people criticized the request and reminded what the CF was made for.
As much as we all know, CF was crafted for activities and projects related to national security and peace and order.
Recently, a small committee in the House of Representatives gave out their unanimous decision to strip confidential funds to some civilian agencies in the 2024 budget bill. The CF was reallocated to other agencies focused on national security.
The agencies stripped off of CF were:
- Office of the Vice President (OVP)
- Department of Education (DepEd)
- Department of Information and Communications Technology (DICT)
- Department of Foreign Affairs (DFA)
- Department of Agriculture (DA)
The Php 1.23 billion of confidential funds in total was broken down and reallocated to these frontline agencies tasked to monitor and protect the territories:
- Php 300 million for National Intelligence Coordinating Agency (NICA)
- Php 100 million for the National Security Council (NSC)
- Php 200 million for the Philippine Coast Guard (PCG)
- Php 381.8 million for the Department of Transportation (DOTr)
Quimbo explained the last item. Accordingly, the “₱381 million was the only portion taken from confidential funds”.
Furthermore, the agencies below will be receiving MOOE funding next year instead of secret funds:
- Php 30 million for the Bureau of Fisheries and Aquatic Resources (BFAR)
- Php 25 million for DICT
- Php 30 million for DFA
- Php 50 million for the Office of the Ombudsman
- Php 150 million for DepEd’s aid to private school students and teachers

To recall, VP Sara Duterte requested Php 500 million for the OVP and Php 150 million for the DepEd in the proposed 2024 budget. Duterte is the current VP and, at the same time, head of DepEd.
