Cartoon Characters’ Names & Images Managed to Pass Through SIM Card Registration
PAOCC reported that names and images of cartoon characters managed to pass through the SIM Card registration process.
The Presidential Anti-Organized Crime Commission (PAOCC) has recommended a temporary stop to online SIM card registration until the registration lists are thoroughly cleaned and verified.
The agency made the suggestion after discovering that fake addresses, images, and names of cartoon characters managed to pass through the registration process.
PAOCC Executive Director Undersecretary Gilbert Cruz revealed that they confiscated a machine capable of producing 64 SIM cards within just three minutes. These machines are readily available for purchase online.
“Siguro po for the meantime — suggestion lang po ito sa amin — huwag muna natin gamitin iyong ating SIM registration, iyong mga bago lang na magpapa-rehistro,” Cruz said.
Cruz emphasized the need for telecommunications companies (Telcos) and authorities to carefully scrutinize the information provided during SIM card registration to take out fake details.
He also urged authorities to prosecute those behind the submission of false information during SIM card registration.
“Habang nakatigil iyong pagrerehistro online ay salain na po nila. Kagaya ng sinabi ko physically, manually puwede nilang makita iyong mga dapat tanggalin at imbestigahan na iyong mga iyon,” the official added.
Cruz also suggested the implementation of a department or executive order allowing telecommunication firms to cross-check the IDs used for registration.
Recently, the PAOCC demonstrated to the media how SIM cards could be registered using the names and images of cartoon characters, complete with fake addresses.
“The entire cyber scam system must be put into light and not be obsessed or focused on certain parts — instead all stakeholders should work on a holistic solution,” said Smart Communications Inc.

Globe Telecoms, on the other hand, mentioned that they do not sell pre-registered SIM cards. However, they admitted that it is possible to edit the address after registration but not the name.
