Private School Groups Say “No Permit, No Exam” Prohibition Bill May Cause Negative Impact

Some private school groups made an appeal to senators stating “No Permit, No Exam” prohibition bill poses dangers.

Several major private school organizations have issued an open letter appealing to lawmakers against the passage of Senate Bill 1359, also known as the No Permit, No Exam (NPNE) Prohibition Act.

Signing the letter were prominent groups, including the Catholic Educational Association of the Philippines (CEAP), Philippine Association of Colleges and Universities (PACU), Philippine Association of Private Schools, Colleges, and Universities (PAPSCU), Association of Christian Schools, Colleges, and Universities (ACSCU), and Unified TVET of the Philippines, Inc (UniTVET).

The private school groups pointed out in their letter that if the proposed bill becomes law, many schools would be forced to close permanently. The possible loss of tuition fees owing to late payment by students and parents might have a significant impact on the finances of private schools within two months.

Additionally, the group highlighted the likelihood of numerous teachers and staff losing their jobs if cash flow to schools diminishes.

Despite their concerns, the private school organizations mentioned that schools have already implemented solutions to address the needs of students who might face difficulties in paying tuition fees on time.

Various institutions have put in place measures to accommodate students who are unable to meet financial obligations promptly.

The University of Mindanao (UM), the largest private school in Mindanao, and Cebu Institute of Technology (CIT) University, both expressed their concerns about the potential consequences of the NPNE Prohibition Act.
