SIM CARD REGISTRATION OFFENSES & PENALTIES – Here is a list of the actions punishable under the SIM Card Registration Law.

The National Telecommunications Commission (NTC) has released the Implementing Rules and Regulations (IRR) of the mandatory SIM Card Registration law and the law will be implemented on the last week of December. Based on a report on ABS-CBN News, here are the offenses under this new law:

• falsification of documents (subject to fines not lower than P100,000.00 or imprisonment of at least six (6) months to two (2) years
• selling of registered SIMs
• breach of confidentiality
• negligence resulting in other offenses
• stealing registered SIMs
• spoofing to make it appear the message was sent from a certain number

Based on the article, the SIM card of minors will be registered under their parents. The registration period will start on December 27, 2022 and existing SIM cards should be registered within 180 days.

The first bill signed by President Bongbong Marcos to law was the SIM Card Registration Act. It mandates all users of SIM Card to be registered to the telecommunications provider by which a certain SIM Card is under. Following the signing of the bill turning it into a law, telcos are now given the time to prepare for the actual implementation of the measure.

The SIM Card Registration Act was pushed in the Congress amid massive scamming and spamming incidents in the country. Many people are hopeful that it will help prevent such incidents to take place again. A similar bill was pushed under the previous administration but it was vetoed by the former President.

Key officials in the different fields say that the new measure may not be able to totally stop scamming and spamming but may help reduce the number of such incidents. The law is effective 15 days after it is published in the Official Gazette.

The Department of Information and Communications Technology (DICT) previously explained that the IRR or the implementing rules and regulations of the measure will be out 60 days after the effectivity of the law. It is where the registration process and the penalties in not abiding by the measure will be outlined.

• Step 1 – Most SIM card providers begin the registration by requiring the SIM card user to give the mobile number to proceed to the control-numbered electronic registration form. It might need your full name, date of birth, gender, home address, and SIM number and serial number.
