SIM Registration Act Eyed To Take Effect on December 27

SIM REGISTRATION ACT – The Subscriber Identity Module Registration Act is expected to take effect in the Philippines on December 27, 2022.

The registration of SIM will be mandatory in the Philippines soon after the Republic Act 11934 was approved by President Bongbong Marcos to become a law in the country. Recently, Senator Grace Poe gave an update on the said new law. Based on a report on ABS-CBN News, Sen. Poe expressed that the implementing rules and regulations (IRR) of the SIM Registration Act is expected to be out on December 12 and it will be effective on December 27. Based on the report, for new SIM cards, a registration is needed to activate them. Users of existing SIM cards have 180 days and another 120 days extension for the registration. Currently, the telcos await the IRR for the implementation of the law.

The first bill signed by President Bongbong Marcos to law was the SIM Card Registration Act. It mandates all users of SIM Card to be registered to the telecommunications provider by which a certain SIM Card is under. Following the signing of the bill turning it into a law, telcos are now given the time to prepare for the actual implementation of the measure.

The SIM Card Registration Act was pushed in the Congress amid massive scamming and spamming incidents in the country. Many people are hopeful that it will help prevent such incidents to take place again. A similar bill was pushed under the previous administration but it was vetoed by the former President.

Key officials in the different fields say that the new measure may not be able to totally stop scamming and spamming but may help reduce the number of such incidents. The law is effective 15 days after it is published in the Official Gazette.

The Department of Information and Communications Technology (DICT) previously explained that the IRR or the implementing rules and regulations of the measure will be out 60 days after the effectivity of the law. It is where the registration process and the penalties in not abiding by the measure will be outlined.
