Solon Wants Death Penalty as Solution to Corruption Inside Bilibid Prison

Manila 6th district Representative Bienvenido Abante Jr proposes to bring back the death penalty as a solution to the corruption inside the New Bilibid Prison.

Abante urged the government to reinstate the death penalty in order to combat the corruption issue that is becoming more severe at the NBP and other jails across the nation. If the government does not take action, according to Abante, corruption in jails would only worsen.

“As long as there are criminal elements like drug lords who can access their resources beyond prison walls, they will be in a position to bribe or threaten their jailers….Year in and year out we see the same problems in our prisons and these have plagued several administrations,” Abante said.

Bilibid Corruption Death Penalty

Even though they are imprisoned in a complex with the greatest security, he claimed that wealthy criminals will utilize their wealth to bribe police and carry out their illicit activities. The congressman used the recent NBP raid on the cells as an example.

The raid yields cellphones, makeshift weapons, and in one instance, thousands of beer cans being sold to prisoners for P1,000 each. Prisons are now under closer scrutiny when it was discovered that deceased NBP convict Jun Globa Villamor was responsible for the murder of radio journalist Percy Lapid.

So, for Abante, the solution is to “remove these criminals and you remove the source of corruption”. Based on the report, Abante was the author of House Bill 4121, also known as the “Death Sentence Law,” which calls for the reinstatement of the death penalty.

Treason, certified piracy, rebellion, coup d’etat, misappropriation of public funds or property involving sums above P75,000,000, parricide, murder, r6pe, abduction, robbery, estafa, arson, narcotics crimes, plunder, kidnapping, and violations of the Anti-Hijacking statute are examples of these. According to Abante’s proposal, these offenses would be subject to the death penalty via lethal injection, hanging, or firing squad.
