Raffy Tulfo Says Physical & Mental Conditions of OFWs Must be Regularly Checked

OFW – Senator Raffy Tulfo said the physical and mental conditions of Overseas Filipino workers (OFWs) must be regularly checked.

Rafael Teshiba Tulfo, professionally known as Raffy Tulfo, is a Filipino broadcast journalist, media personality, and politician currently serving as a Senator of the Philippines since 2022.

The 62-year-old politician sought a seat in the Philippine senate in the 2022 election and won placing 3rd overall with 25 million votes. He now serves as the Chairman of the Senate Committee on Energy and Senate Committee on Migrant Workers.

On Wednesday, Senator Raffy Tulfo asked the Department of Migrant Workers (DMW) and the Philippine Overseas Employment Administration (POEA) to regularly monitor the physical and mental conditions of OFWs in order to protect their safety and well-being.

Based on a report from Inquirer, Tulfo stated during a Senate committee on migrant workers hearing on “Discrimination Against OFWs” that they must undergo regular working visits and psychological evaluations.

“Kung meron pong regular monitoring, sana pagkatapos ma-deploy ‘yung OFW natin may pupunta po para tignan po ‘yung kalagayan ng OFW,” he said.

Senator Raffy Tulfo claims that some employers seize the smartphones of OFWs, preventing them from reporting issues or mistreatment.

“So dapat po meron talagang pumupunta doon para kumustahin [ang OFW],” said Tulfo.

DMW Secretary Susan Ople responded by promising that they will develop a method employing technology to check on OFWs during their first month of employment and their families periodically. But she stressed the function of employment agencies, saying they ought to be able to dispatch a member of their staff to visit the OFW they hired.

“Pwede po pag-isahin ‘yung monitoring and psychological exam, so sabay ng pagdalaw or pag-monitor sa kaniya every two or three months, isa-subject na rin siya sa exam,” he said.

Raffy Tulfo stated that psychological exams for OFWs must be done many months following their deployment.

“Psychological exams i-schedule po after several months ma nagtatrabaho na po sa abroad, kung kumusta na po ‘yung state of mind niya…”

“‘Pag nakita na natin na iba na sinasabi nito, very homesick na siya, then tulungan natin siya, i-pullout natin,” he added.

According to the report, DMW Undersecretary Hans Leo Cacdac responded that an OFW’s psychological test might be conducted simultaneously with physical monitoring.

“Pwede po pag-isahin ‘yung monitoring and psychological exam, so sabay ng pagdalaw or pag-monitor sa kaniya every two or three months, isa-subject na rin siya sa exam,” Cacdac said.
