Rowena Guanzon Appeals to Legarda, Angara to Add Budget for SPED

Former Comelec Commissioner and P3PWD Partylist Rep Rowena Guanzon appealed to Senators Loren Legarda and Sonny Angara to add a budget for SPED.

Guanzon made a Twitter plea to the two Senators about the lack of funding for special education. She requests in her article that her followers politely contact Senators Legard and Angara to request funding for special education.

“Everyone, please write or send msge to Sen Legarda @loren_legarda and @sonnyangara to add a budget for SPED,” said Guanzon in his tweet this Sunday, September 18.

“Our children with special needs need adequate public schools @P3PWD_PL,” she added.

It should be noted that the DepEd’s 2023 National Expenditure Program (NEP) allocation does not include any funding for SPED. On September 14, DepEd Undersecretary Ernesto Gaviola stated that while they had requested P560 million for 2023, NEP has zero money for that year.

Rep. Edcel Lagman, a member of the Independent Minority solon Albay 1st district, questioned the DepEd on the P709 billion budget of the organization and how much money would be allotted the next year for the education of special children. The General Appropriations Bill (GAB), or the proposed budget that will emanate from the House of Representatives, is preceded by the NEP.

He said, as long as the DepEd programs for teaching learners with disabilities (LWDs) are cornered, they have not received any funds so “any available funds for 2022 are being used”. DepEd’s approved budget for 2022 is P631 billion.

Meanwhile, Angara responded to Guanzon’s call. “We will remedy together w deped/HoR,” he said this Monday, September 19.
