Show Cause Order Issued Against UE Manila for Defying Isko Moreno’s Health Break
Manila Mayor Isko Moreno issued a show cause order against the University of East (UE) Manila for allegedly defying the health break order.
The show cause order was issued after the institution reportedly disobeyed the local government’s week-long “health break” for all classes across the city, according to the Manila Mayor. The ban will last from January 14 through January 21, 2022, and will affect both public and private institutions at all levels. It also includes both in-person and online courses.
“If it’s clear to you that I don’t have authority, go find yourself a local government unit. You may go,” Domagoso said in a video streamed on his Facebook page.

According to the show cause order, the weeklong health break will provide students and faculty members with the opportunity to physically and psychologically refresh. Allow time for people who are currently infected with COVID-19 to recuperate.
According to a source at Manila City Hall, the local chief executive requested an online stream on Thursday afternoon to reply to an article about the incident that had been published online. According to the newspaper, University of the East (UE) President Ester Garcia expressed her disagreement to the mayor’s pronouncement of class suspension on Thursday morning.
She said that mayors do not have the ability to halt tertiary education. In accordance with Domagoso’s instruction, UE stopped courses from Kindergarten to Grade 12 from January 14 to 21. However, Domagoso reminded the UE president that local chief executives had jurisdiction under Section 60 of Republic Act No. 7160, or the Local Government Code.
“’Yung kapangyarihang pangalagaan ang kapakanan ng higit na nakararami or the general welfare. Mabigat po yun, yung section 60 na yun. At yan nagagamit po yan ng alkalde, lalo na kapag may bagyo, may sunog, may lindol, pagputok ng ng bulkan o mga disaster calamity area, na sitwasyon,” Domagoso said.
He read the rule that specifies that collegiate programs, including graduate school, may be canceled or stopped at the discretion of the local chief executive or local government units if unusual conditions in the region emerge, such as floods or road damage. Garcia had previously resisted the Manila municipal administration, according to the mayor.
The first time, he added, the institution refused to postpone courses on municipal government instructions while all other schools did so. UE now has 72 hours or three days from receipt of the document to reply in writing or through email as to why a stop and desist order should not be issued against the institution.
