Contractor of Bangon Marawi Project Allegedly Scammed by Subcontractor
The contractor of Task Force Bangon Marawi Project allegedly got scammed by his subcontractor and lost almost P37 million.
The National Bureau of Investigation (NBI) detained Ulysses Basa, a subcontractor after he reportedly stole project funds from a Task Force Bangon Marawi contractor. Lorna Alocotan, the owner of L&E Construction, said that she worked for 6 months on a road, waiting shed, and drainage project in the province but was not paid by Basa.

The victim claims she lost P37 million as a result of the project costs, which included the money and luxury automobile that Basa reportedly demanded as a bribe to acquire the Bangon Marawi projects. She claimed that the project manager demanded the plans and that if they refused, she would not receive them.
“Para daw sa project manager na hinihingan ng plano. Bago makapasok kailangan daw magbigay na pera P6 million at Fortuner kasi kung hindi ka magbibigay hindi sa akin ibibigay ang mga plano,” Alocotan said.
Basa refused to give an interview, although he disputed the allegations in his answer to the NBI. The suspect even used a fictitious address in their agreement, according to the NBI.
To persuade the owner, he presented a memorandum of understanding stating that he is affiliated with MBC Ayala. However, according to NBI-Yuri NCR’s Beltra, there was no MBC Ayala in that building.
“Para ma-entice ‘yung may-ari nag-submit siya ng MOA na konektado siya sa MBC Ayala. Pero wala namang MBC Ayala sa building na ‘yon,” said Yuri.
Because it is unclear where the money meant to be paid to the victim went, the NBI will summon other contractors for the projects. Task Force Bangon Marawi says they are aware of the report and that it is an isolated incident. They’ve also ordered that this allegation be investigated.
