DOLE Suspends TUPAD Program in QC Due to Distribution Anomaly Complaints
The Department of Labor and Employment (DOLE) has suspended its TUPAD program in Quezon City (QC) due to an alleged distribution anomaly complaints.
Due to many complaints received from recipients, DOLE Secretary Silvestre Bello III has temporarily stopped their Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program in Quezon City. Mayor Joy Belmonte of Quezon City, according to Bello, has already called his office regarding the problem.
He stated that the Department of Labor will investigate the issue right away. Previously, some cash-for-work recipients complained that their earnings were not paid in whole, accusing city authorities of dividing or stealing the money that was intended to be used for the beneficiaries’ wages.

The TUPAD program, which attempts to offer displaced employees with temporary work for ten days at a minimum rate, is said to have run out of beneficiaries. The alleged discrepancies occurred in Quezon City’s Districts 1, 2 and 5, where some beneficiaries claimed they were only handed P2,000 instead of the P7,518 they were supposed to get.
TUPAD’s organizer claimed she was told to accompany the recipients to a remittance center and subtract P5,518 from their cash assistance. People of congressmen or barangay captains in that district, according to Bello, are reportedly implicated in the oddity.
He explained that, while the beneficiaries’ salaries are paid directly to them, they are led to believe that once they have withdrawn their funds, they must give their salaries to some persons. The Department of Labor and Employment intends to work with the local government of Quezon City to investigate the accusations.
Once the involved individuals are discovered, the QC LGU promises to file administrative and criminal proceedings. Meanwhile, the municipal government has indicated its complete support for DOLE’s investigation into potential anomalies in the agency’s distribution of TUPAD benefits.
