More Than “Tolongges” MTPB Enforcers Sacked on Manila Mayor Isko’s Policy
The “one strike policy” implemented the Manila Mayor Isko Moreno has sacked more than 100 “tolongges” Manila Traffic and Parking Bureau (MTPB) enforcers.
As part of the cleanup of the said local government, more than 100 MTPB enforcers who were found engaging in unusual behavior were fired. According to MTPB Director Dennis Viaje, the agency is enforcing a “one strike policy,” in which all of its traffic enforcers found to be bribing and aggravating motorists for their own personal gain will be immediately terminated.
He stated that they will not tolerate them and that they will continue to clean up their ranks in compliance with Mayor Isko’s order, removing those who are rotten and reprehensible so as not to contaminate their colleagues, especially the MTPB’s picture.

An MTPB traffic enforcer named Efren Fria was fired on Tuesday (May 25) after the motorist with whom he had a ticket, Miguel Vistan, protested to the MTPB office. Fria’s uniform and ID have been revoked, and he has been fired, according to MTPB Chief of Operation Wilson Chan Sr. Fria’s uniform and ID have been revoked, and he has been fired after he was complained of “misapprehension.”
Fria had previously complained about this, but in March he was again complained about misapprehension, according to Chan. Fria’s unlawful arrest of Vistan recently went viral on social media despite the fact that there was no violation.
Vistan was crossing Quintos St. in Sampaloc, Manila, when he passed a green traffic light, but was surprised when he was abruptly stopped by the traffic enforcer, who said he had broken the “passing via red light” rule. Since Vistan used his dash cam to record the incident, he showed it to the MTPB office, where Director Viaje and Chan acted quickly, dismissing Fria.
