Former Janiuay Town Mayor Sent To New Bilibid Prison

JANIUAY TOWN MAYOR – A former mayor of Janiuay town, Iloilo, who has been on hospital arrest, was taken to the New Bilibid Prison.

Former mayor Frankie Locsin has been on hospital arrest for a year and a half, and will be transferred to the NBP to minimum imprisonment of six years and one day for graft, according to Inquirer.

Locsin arrived at the NBP with his police escort and a medical team in the afternoon, says Philippine National Police Western Visayas spokesperson Lt. Col. Joem Malong.

Malong added that this was followed after efforts of his family to appeal for his continued hospital arrest failed.

The PNP regional office received an order from the Ombudsman to have the mayor taken to the NBP on November 4, 2019. However, the order was implemented only more than a year later due to the coronavirus disease (COVID-19) pandemic.

Locsin was arrested on June 3, 2019 at the regional office at the National Bureau of Investigation. This was while he was securing clearance for a gun license application.

He was taken to the hospital after his arrest since his blood pressure shot up due to a heart ailment.

Policemen and NBI agents guarded his room during his hospital arrest.

Based on the report, the Sandiganbayan said that Locsin and four other town officials on February 23, 2015 after they were found guilty of graft for the purchase of P15 million worth of medicines.

The offense carries an imprisonment penalty from a minimum of six years and one day to a maximum of 10 years, as well as perpetual disqualification from public office.

The Sandiganbayan added that the government officials conspired to give undue advantage to the owner of the two companies in the granting of the contract.

The mayor’s motion for reconsideration before the Sandiganbayan, and a subsequent petition for review before the Supreme Court were denied.
