Baguio City Local Government Prohibits Betel Quid or “Nganga in Public

Local government of Baguio City has released an Executive Order that prohibits the chewing and spitting of betel quid or “nganga” in public.

Mayor Benjamin Magalong ordered the Baguio City Police Office and Public Order and Safety Division to intensify the arrest of those who chew betel quid or “nganga” and spit it in public places.

In a Facebook post of Public Information Office – City of Baguio, Magalong ordered the arrest of the betel quid users to ensure the health and safety of the public in coronavirus disease 2019 (COVID-19). Prohibition of chewing gum in public places and vehicles is stated in City Ordinance Number 35-2020.

It is also forbidden to spit in the mouth of a private vehicle or on the road. Under the said ordinance, establishments are not allowed to allow or allow gnawing as well as the disposal, spread, or abandonment of spit in public places, roads, streets, alleys, rivers, lakes, and canals other than trash.

The ordinance also states that the sale of “moma” to minors is prohibited. The ordinance takes into account the gaping of the indigenous peoples’ gatherings on the condition that they maintain hygiene and sanitation, use spit, do not dispose of or spread the contents of the spit, and do not leave spit in the area of the gathering unless it is authorized.

Violators of the ordinance will be fined. In the first violation, the penalty is P500 or four hours of community service.

In the second violation, P1,000 or 6 hours of community service, and in the third violation is P2,000 or 8 hours of community service or imprisonment not exceeding 3 months. Violators of establishments may have their licenses or business permits suspended or revoked.
