License and Registration Will Not Be Required for Electronic Bikes, Scooters

Land of Transportation Office (LTO) Saturday, announce that electronic bikes and scooters are not required to have registration papers and driver’s license.

LTO chief Edgar Galvante said electronic bikes and bikes that have a maximum speed of 25 kilometers per hour will not require registration papers to ride on the road. Also, riders who drive this smaller category of e-bikes are not required to get a driver’s license.

However, even though they are exempted from the driving authorization papers, Galvanter said riders of e-bikes and e-scooters are only limited to barangay roads and bicycle lanes designated by the authorities.

Based on the report of Philstar, Galvante said, these guidelines are still being reviewed by the Department of Transportation (DOTr). The regulation of e-scooters and e-bikes would be based on the category, depending on weight and specifications, and aimed at protecting the vulnerable sector.

Secretary Tugade said he was personally not inclined to take care of e-scooters as the country struggled with the pandemic. Galvante said the LTO and the DOTr encourage the public to use alternative means of transportation in the midst of the pandemic and even at normal times.

He added that the alternatives would help save the environment by reducing gas emissions from traditional modes of transportation. Since transportation has been suspended as part of the protocol of community quarantine, many essential workers are using this battery-operated vehicle.

  1. Can you tell us what rules apply to disabled persons driving an electric wheelchair or scooter on the roads
    Do we need a licence, does the wheelchair etc. Need to be registered with LTO
