Barangay Apas Officials, BAC Members Face Corruption Charges

BARANGAY APAS – A captain and his council members of Barangay Apas, as well as the bids and awards committee will face corruption charges.

According to Inquirer’s Cebu Daily News, the captain, identified as Virgil “Jingjing” Cabigon as well as the aforementioned council and BAC committee were filed by a resident named Mathan Jechoniah Serena for overpricing and giving preference to a private supplier.

Serena said that Cabigon and his officials allowed the purchase of ₱3 million for acquiring two garbage trucks via a negotiated purchase in 2019.

Serena added that this is a violation of Republic Act No. 9184 or the Government Procurement Reform Act which calls for the conducting of bidding in government purchases.

He also wrote to the Cebu City Council to seek the conduct of a formal against the captain’s officials. The letter will be discussed during the Council session this afternoon.

In addition, Serena said that he also aimed to charge against their barangay officials soon.

Cabigon, however, denied the allegationsw against him and said that the purchase garbage trucks from a Mandaue City-based supplier which was after the failure of the bidding which they called earlier.

Cabigon added that most of the suppliers also offered their products at around ₱3.6 million, which is way above their budget.

“Nagnegotiated procurement nalang mi og ginangyo nalang gani na namo nga P3 million ra ang duha ka truck,”

As per the report, Serena proves his corruption charge by attaching to his letter the copy of bid documents which the village posted on the Philippine Government Electronic Procurement System (PHILGEPS) website in September 2019 for acquiring the two garbage trucks, which is worth ₱3 million.

He further included the specifications for the purchase, among them included the engine and chassis number of the trucks the barangay needed.

“The foregoing act of respondents in specifically indicating the brand name, engine numbers, and chassis numbers are in direct violation of Section 18 of Republic Act No. 9184 or the Government Procurement Reform Act which expressly prohibits reference to brand names specifications based on irrelevant requirements that will limit procurement to a specific brand,”

Serena claimed that the barangay’s declaration of failure of bidding was also staged since only their Mandaue-based supplier submitted his bid documents.
