No Release of Second Tranche of SAP Budget If First Tranche is not Fully Distributed

The Department of Social Welfare and Development (DSWD) said Wednesday that the second tranche will not be given to LGUs if the first tranche is not fully distributed.

DSWD Secretary Rolando Joselito Bautista said on the interview with Dobol B sa News TV, the delay of the government’s financial distribution could affect the process in releasing the second tranche.

“Kapag hindi sila nakapag-liquidate sa unang tranche (April) na ayuda, mada-drag po ito. Kaya, kapag natagalan ‘yung pag-liquidate, hindi rin maibibigay ang ayuda para sa pangalawang buwan (May),” he said.

The department said that out of 18 million beneficiaries only 72.3% or 13 million already received the cash subsidy. The distribution of cash aid from the Social Amelioration Program of government will expire tomorrow, May 7, Thursday.

Previously, DSWD Director Irene Dumlao said expresses confidence that LGUs with finished the first tranche of distribution by the time allowance given expired. At least 556 local government units already finished the distribution of the government cash subsidy or the SAP on every household affected by the public health crisis.

However, Bautista said that some LGU’s in high-risk areas of coronavirus are having difficulties in distributing the cash assistance as they implement stricter quarantine protocols such as physical distancing.

He added that distributions were also delayed on some areas that have security concerns, which gives a difficult time with LGUs. He mentioned Soccsksargen where disputes among families are common.
