Navotas Mayor Says Charges Were Filed Against Resident Violating Quarantine
NAVOTAS MAYOR: CHARGES FILED – Following the rising trend of coronavirus cases in the Philippines, an enhanced community quarantine was imposed.
As such, the government ordered residents to adhere to basic rules to prevent the spread of the virus. However, some residents were just too hardheaded.
In lieu of this, Navotas Mayor said the local government filed charges against 459 residents for violating quarantine protocols. According to an article from ABS-CBN, the residents violated Article 151 of the Revised Penal Code on resistance and disobedience to a person in authority.

Violators of the law could be fined up to P100,000 and be jailed for up to 6 months. Some of the protocols violated by residents were leaving the following:
- Leaving their homes without a quarantine pass
- Loiterers
- People who exercise drinking sessions outside their homes
As per the article, Tiangco Stated:
Hindi na kayang pakiusapan ang mga taong ito at public health issue ito. Takot na takot ang mga kababayan…Kung talagang makulit, ano magagawa natin. Alangan naman i-risk ang kabuhayan ng iba,
(You just can’t ask these people nicely and this is a public health issue. Our citizens are scared. If they are really stubborn, what can we do? We can’t just risk the lives of others.)
Meanwhile, those who violated the quarantine would be detained until they post bail, the Mayor said. Furthermore, even when they paid bail, their would still be charges filed against them.
Baka akala nila pag nagbayad sila ng bail, wala na silang kaso. That’s only for temporary liberty
(Maybe they though that if they paid for bail, charges won’t be filed against them. That’s only for temporary liberty.)
